There is a web site that can generate plate in svg format based on kle layout description, swiss kb builder.
AIO3 also has his own version of the tool that I prefer on it’s own website (sorry no links as I’m on vacation typing on my cell phone).
Svg files can later be modified/tuned with standard Vector tool software like inkscape, even fusion360.
There are several plate cuting services available.
The one that I used is LaserBoost, located in Spain, they can cut different metals (aluminium, brass, copper, stainless steel) in either 1.2 or 1.5mm thickness.
Also is LaserGist, they do only stainless steel.
