The term for that top is “wing latch”
It’s easier to open than traditional switches without a special tool, but it’s not really fast. Essentially you stick something very thin under either wing and pry up at the same time. The top should come up from the force of the spring.
They do make openers for them. Usually included in a multi-tool opener like this
The slot on the right is for switches like this. You can probably find even cheaper on Amazon.
I bought this super cheap lubing station that has one built in and it works really well:

but if you only need to open a few, you can use a small flat tip screwdriver or flat tweezers. Just don’t jab yourself I can usually open some of them up just with my thumbnails.
Looks like a kailh like switch, most switch openers open both cherry and kailh like switches like said @pixelpusher .
